Developments

The forecast is bright for Kangaroo Point with a lot of connectivity and development projects planned over the next few years. Suburb overview

The residents of Woolloongabba are mainly made up of young and independent professionals. The fascinating, refurbished historical sites, local attractions and nearness to well-established schools make the suburb a highly attractive one. Its proximity to the CBD is also a major plus and having The Gabba in the neighbourhood means residents are always first at Brisbane Lions home games, concerts and other amazing events.

Currently, the area is undergoing some interesting developments. The Gabba stadium refurbishment has entered the final stages of planning and there is the recently completed Woolloongabba bikeway.

There are a variety of transport options in Woolloongabba. Trains service the suburb with stops at Park Road railway station and Buranda railway station. The South-East Busway also runs through Woolloongabba, with stops at Woolloongabba Busway Station and Buranda Busway station. The high-frequency Maroon CityGlider bus service also stops here. The Pacific Motorway cuts through the suburb with an exit south into Vulture Street and a Stanley Street exit for vehicles heading north. Additionally, there is an entrance to the Clem Jones Tunnel in the suburb on Ipswich road.

Despite its former swampiness, Woolloongabba was not affected by the Brisbane River floods in January 2011. However, the Norman Creek along the Kingfisher Creek watercourse was nearly flooded, stopping just short of Wellington Road, the suburb’s eastern boundary.

Bulimba was originally inhabited by the Yuggara people, who have lived in the area for at least 20,000 years. Airbnb rebuts latest ‘deeply flawed’ disruption report

Airbnb Australia has been quick to rebut a new report on how the short-term rental industry is unhinging the Australian housing market, the latest in a long list of them, calling it “deeply” flawed.

As detailed in the Technological Disruption in Private Housing Markets: The Case of Airbnb by the Australian Housing and Urban Research Institute (AHURI), inner-city areas that rely on tourism are seeing a decline in rental properties.

In Sydney, these include the suburbs of Darlinghurst and Manly, with Airbnb-listed properties making up between 11.2 per cent and 14.8 per cent of the suburbs’ rental stock.

This is also being felt in Melbourne, including central Melbourne, Docklands, Southbank, Fitzroy and St Kilda, which account from between 8.6 per cent and 15.3 per cent of the suburbs’ rental stock.

In these suburbs, the trends of decreasing bond lodgement rates and increasing property vacancy indicate to AHURI that there is a likelihood of short-term letting properties removing long-term rental properties away from the market.

“The findings suggest that STL is contributing to the challenges already confronted by long-term renters in these local markets,” the report noted.

“While the city-wide affordability impact may be limited, those seeking long-term housing will face a market that is at best more complex and uncertain, and may also be moderately less affordable in some local areas.”

Besides the direct influence, the report stated that there is also an indirect influence on the property market being noticed, shaping “how we think about and deal with property” — the nature of fluid property and financial attitudes.

With properties bouncing between short-term lets and long-term rentals, the report noted that property owners using their houses for short-term letting can allow for these investors to find an alternative income opportunity, with some investors specifically changing their properties to accommodate short-term letting.

However, the report showed that there were others likely to return back to renting out the property in the long term due to the instability of letting out short-term as a long-term plan. But as the report noted, “this reinforces the conclusion that [short-term letting] is contributing to greater fluidity of property use, where the competing benefits of different monetisation strategies are regularly weighed up”.

This then, in turn, is changing how housing is culturally thought about, with the holidaying aspect of short-term let properties seriously being considered.

“While many hosts may not be earning significant incomes, hosting is nonetheless reshaping their perceptions of the value of their housing,” the report stated.

However, Airbnb has come out and denied the findings in the report, claiming that it was “deeply flawed” [and] “relies on unreliable data and an unrepresentative survey to make inaccurate claims”.

“As the researchers themselves identified but chose to ignore, Airbnb is simply not a primary factor in the housing market,” a spokesperson for Airbnb said in a statement provided to REB sister publication Smart Property Investment.

“The Airbnb community represents less than 1 per cent of the Sydney and Melbourne housing markets.

“Holding less than 1 per cent of the market responsible just isn’t credible, and more seriously distracts from the big causes, like the planning system, population growth and taxation.”

The statement continued, claiming that it was wrong and unfair “to malign the working and middle-class families who rely on home-sharing”.

“At a time when the cost of living is high, the report even casts aspersions on families wanting to [earn] extra income.

“The typical Airbnb host in Australia earns a modest $107 a week or $5,600 a year, which we know helps them make ends meet and pay the bills.”

Peter Koulizos, chairman of the Property Investment Professionals of Australia, did not disagree with the report’s initial findings, but he did disagree with the report on the basis that it does not pose any issue Australia-wide.

“In the city suburbs of Sydney and Melbourne and the beachside suburbs of Sydney, there obviously is an issue, but in 95 per cent of Australian suburbs and country towns and regional areas, there isn’t an issue,” Mr Koulizos told Smart Property Investment.

“There is no need for any sort of regulation.

“Where there is high demand for short-term lets, there may need to be some sort of restriction, but it’s all supply and demand. If lots of people want to holiday in Manly and then they’re going to look for Airbnb in Manly, they’re not going to look for Airbnb in Rooty Hills, are they?”

ATO Sets Sights On 200,000 Taxpayers With Short-term Rentals

According to the tax office, an “extensive data-matching program” will be used to identify taxpayers receiving income from short-term rentals, with information from online platform sharing sites for around 190,000 Australians to be examined to identify taxpayers who have left out rental income and over-claimed deductions.

By using the new data provided by online rental platforms, including income received per listing as well as listing dates, enquiry and booking rates, prices charged or quoted per night, and other information, the ATO will seek to identify taxpayers not meeting their registration, reporting, lodgement, or payment obligations.

The new data complements long-term rentals information which the ATO already receives from State and Territory Bond Boards.

ATO assistant commissioner Kath Anderson said the tax office will be placing rental properties high on its priority list, considering 2.1 million individuals reported rental income of $42 billion in 2016.

“The availability of short stay rentals has exploded thanks to the online revolution. With the growing number of homes, apartments, units and rooms available via accommodation sharing sites, there is a real risk some people may not understand their tax obligations,” Ms. Anderson said.

“We are increasingly using data and technology, to identify any missing income in your tax returns. This data will also identify taxpayers who use sharing economy rental platforms to list a property that is not genuinely available for rent in order to claim unwarranted deductions. There is no high-tech hideaway for rental income.”

Speaking to Accountants Daily, H&R Block director of tax communications Mark Chapman said the ATO was taking a sensible move, considering how many clients may not be aware of the tax consequences before jumping into the short-term rental market space.

“This type of short-term rental has boomed in the last few years and many people have gone into it without thinking through the tax consequences. It might seem obvious to those of us in the tax business that this income is taxable but I’ve certainly encountered taxpayers who had no idea that this income needed to go on their tax return – or indeed, that they can also claim tax deductions against the income,” said Mr. Chapman.

“The ATO’s new data-matching program simply highlights that practitioners need to be asking their clients if they have, or have ever had, a short-term rental deal on any property that they own, even their family home.

“In a sense, it will kill two birds with one stone; those not meeting their tax obligations will be rounded up whilst those who are already complying will find their tax returns pre-filled with the relevant data, which makes the job of completing a tax return a bit easier.”

The new data-matching program comes as the ATO looks to clamp down on the individual tax gap, following its landmark report that found an $8.76 billion tax gap, with omitted income and work-related expenses forming two of the main components driving the tax gap.

UNSW Business School Professor of Taxation Neil Warren, who sits on the ATO’s independent expert panel, said the results of the random enquiry program found self-lodgers were more prone to require corrections with income items, while tax agents required more adjustments to deduction items.

“One of the things that is coming out is that with self-preparers, it is income that is the issue and with agent, it is with deductions where there is the issue,” said Mr Warren.

“Agents are probably getting the income right and where they are kind of competing is with the deductions so getting the understanding where the risk is and where the problems are, gives you an understanding of how you might respond to it.”
